Manchester City supposedly sent scouts to watch young PSV and Netherlands left-back Jetro Willems against France last week, reports the Mirror.
The 21-year-old has been strongly linked with a move to City in the past, though injury problems put a pause on his career.
However, now back at full fitness and fully established as PSV's starting left-back, the Premier League side could make their move for Willems in the summer.
Left-back is an area incoming manager Pep Guardiola is expected to strengthen, with Gael Clichy and Aleksandar Kolarov's respective City careers under threat.
Ricardo Rodriguez has been linked with a move to the Etihad Stadium, but City could turn their attention to Willems should they be priced out of a move for the Switzerland international, with Real Madrid and Manchester United also rumoured to be interested in the Wolfsburg defender.
