Palace wanted to sign Tosun in January 2018 before Everton won the race but Roy Hodgson has finally got his man.
Tosun's arrival raises further question marks about Christian Benteke's future at Selhurst Park with a loan move back to Aston Villa touted.
Tosun has only made five Premier League appearances this season but did manage to score in their 1-1 draw with Tottenham in November.
The 28-year-old has a dismal record of four goals from 48 shots in 30 Premier League appearances for Everton.
